Offer concise command-line help with '-h' or '--help' #39

In addition to the -h / --help options, an even more concise USAGE statement should be offered when the programs are invoked with no arguments.

Commit # c7f8299 introduces the structured help facility and rolls out the usage help for the QQ script. Some provisions have also been made to accommodate the more detailed -h / --help option in the future.

Commit # dad147d extends the rollout of usage help to the other project scripts.
