Addidng Google Assistant microservice. This microservice allows Lucida to access user's Google Assistant and answer questions using the same.

Have a look at lucida/questionanswering/googleassist/README.rst and lucida/speechrecognition/decoders/googleassist/README.rst

There are two things I forgot to mention.

One that this PR contains commits from #205 as it depends on those changes.
Another that ports for audio and lucida web interface have been merged. They both now run on the CMD_PORT defined in config.properties. By default this is 8081.
