In the footer the language button should not appear if only one language is used

I would even say that this button shouldn't be at this position. I don't know where it should be, but not in the footer. Footer shouldn't be use to interact with the user like this, presenting link or information, but not button that open a popup to change his language preference.

Usualy language links are top-right, I would strongly recommend not using flags as countries and languages are two completely different concepts. All so, as a side not, languages and "locals" should not be confused. Internationalisation and Localisation are different things.

But yes when the functionality of limit the languages will be avaible, this button will be hidden if there is only one language
