Create a game scenario for newbies #13

Goal: to allow beginners to experiment the game in a very limited way.
No other players. Play against AI or preset orders.
Could be a single turn to start, so the Judge would process the turns and send 
results for a single turn. No need to create new games.

Single turn use case:
A newbie should download the Counselor, get one of the turns from the website. 
Create orders and submit them. 
The Judge would receive the orders, send the results and reset the game back to 
same turn as before and wait for a new set of orders.

preset orders seems the way to go, could design several tutorials around this 
idea too.
