create a help tab with terms, concepts, keywords, like civilopedia. 

copy the help from google sites there?

Some concepts:
Fog of war, Char's flag in enemy cities, Action's difficulty.

absolutely.

I think we need to do some menu organization, and add drop down menus.  All 
action related items (load, save, submit) can be under one dropdown menu.  That 
opens room for help, rules, glossary, tutorial, Clashpedia, etc.

Though a toolbar might be another approach, ideally, we should have both at 
some point.
