Counselor could advise how many new char's slots are still available #6

If a player is trying to name too many characters (over the scenario/turn 
limit) a warning is given?
Not sure on how to message it in the UI.
Minimize popups...

Gene is right. This should be part of your standard information when planning 
your orders for the turn. 
I just moved it up in priority because it's an important basic feature to have.

put it under nation information for now. right after SNAs.  later it can be 
added as an order restriction or warning, or provided on the character list tab
