The Kobold Laborer in the Echo Ridge Mine are not hostile, even though they are 'red'. http://db.vanillagaming.org/?npc=80
The info about the npc being neutral is clearly incorrect. Every single start area has a cave and the mobs inside it are hostile, so the Kobold Laborer should be hostile in a similar fashion.
