Implement Chapter Merging and Splitting in EditINote View #663

add button to merge current chapter with above chapter
add button to split chapter at current ItemIdx
add new dispatch functions mergeChapter and sliceChapter to accomplish this
modify InsertChapter function to allow optional parameter for reset text
