Problem

we want a way to display an instructor approved I-Note to students and have it pinned at the top of the chapter list

Solution

For instructors only, there should be a button on each row to pin a certain I-Note
This could be a empty pin that gets filled when you click it
When clicked, the I-Note moves to the top of the list
Eventually we will tie this to a backend call, where clicking the pin will update the backend with the pinned I-Note ID.

Implemented, but feature turned off until we implement I-Notes in Student View
