Do we need the empty staticfiles directory? #196

We haven't touched the directory in 5 years, and I have a feeling that collectstatic now creates it so it's probably unnecessary to have it in the repository?

This directory was created because deploys to Heroku failed. It's probably worth completing #183 before addressing this.
