Over the past couple of years, a couple of merchants have wanted to only have Magento make API calls to Avalara for regions/states where that merchant has a tax nexus, using the "Filter Tax Calculation By Region" setting. See this screenshot to see the current "comment" on that field.
Avalara's standard recommendation has been to leave this setting to "No", but the extension should be documented to expand on this
