The anusvāra should always be above the akṣara, but with ⟨ra⟩ it's seems rendered below the akṣara sometimes:
below: रं रिं रुं रूं above: रां रीं रें रैं रों रौं
I guess the anchor in ⟨ra⟩ isn't in the right place, but when a vowel comes after it the anusvāra attaches to its anchor instead. I've tested it in the Google Fonts preview, in Firefox and Chrome.
