What is the incognito whitelist? #59

As can be seen on the screenshot in #58, there is an "incognito whitelist". What is it? And what is its purpose?

I assume it is a temporary whitelist which is used while in incognito mode, and then flushed as the browser is closed. Is that correct? I cannot find any info about it.
