Modified data.py to allow for implementation of 3d regions #169

Suggesting this version of data.py replace the current version so that the seismic library doesn't require its own data.py for regions (and all the corresponding changes to clawutil and clawpack that adding a "seisclaw" option to claw_pkg would entail). This is a miniature continuation of the now-closed PR #131
