Add New Storm Surge Tutorial #95

This tutorial guides a new user to GeoClaw through setting up a simulation for Katrina.

Still need to update the basic setrun.py and setplot.py files so do not merge yet.

There is still more to add but this mostly works and provides most of a tutorial.
