Added fgmax support and fixed various other geoclaw issues #58

Support for fgmax input added to data.py, to support upcoming PR on geoclaw.

Also added conversion script for geoclaw applications and fixed a few other things, e.g. use_fwaves==True should be the default for GeoClaw, at least for tsunami models with the well-balanced Riemann solver.
