Update to shallow_tracer chapter #161

I tried to flesh it out. It's not complete yet, but it's much closer. I added a little hackery to shallow_water.py to make it possible to plot the tracer characteristics.

I also decided not to renumber the characteristic families here compared to the basic SW chapter. Instead, I refer to the middle wave as the tracer family. Let me know what you think.
