Merge and cleanup of geoplot.py #238

Merged some functionality from the redundant geoclaw version of geoplot.py into the visclaw version.

Also removed some deprecated topo classes long ago replaced by topotools in the geoclaw version.

Should mark the geoclaw version as deprecated.
