Bug: Level to unlock quest #60

Still having issue with this one. I made a quest for level two and some students are there and they don't see the quests that are setup for that level. My course has two skills and I want to set it that you have to be on level 2 for the first one and I don't care the second skill for this quest so I left it as level 1. The quest doesn't appear in their available quest.

The quest if you look in my course is Roman Rap.

Roman Rap requires 2 Roman Stars. I gave myself 2 roman stars and I could see it.
