Edit Quest #65

If you edit a quest you are not allowed to check if you want Student responses or upload a file again or if you want it to be in class or submission. You only see those options when you create the quest. Could we give that option when you edit a quest.

These two quest types have very different schemas. With the video quest enhancement, it'll add a third type. Perhaps this can be addressed with a migrate/clone option. If it's a quick switch to the other type, there would be a need to verify that no one has completed the quest as it is in the database.

In the development environment you can now edit the upload/text options if it's a submission based quest.

I will revisit the ability to swap quest types with the implementation of video based quests.
