Option to build liburlmatch statically #9

It would be quite nice if you could automatically pull in liburlmatch as a git submodule and build it statically.

As a separate library it might be system-installed, so getting it as submodule shouldn't be the default behavior. With a configure switch, sure. Patches welcome.
