[bitrot] Update links to projects on RubyForge #33

While investigating #32 I found that RubyForge is a defunct project. statsample links to many project pages which were hosted on RubyForge. To resolve this issue, update all links to the appropriate project page.

I removed most references to rubyforge, however, there were a few pieces of code in the Rakefile that I didn't fully grok, so I think those can be addressed in a separate issue.

Hi @strand, thanks for the pull request! We're currently in the process of centralizing SciRuby's gems in the organization repositories. Can you reopen your PR on sciruby/statsample?

Thanks! I have some local changes that adress the Rakefile stuff; I'll push them as soon as I finish moving issues and looking through the pull requests.
