scaffold a documentation site #78

I want to highlight how awesome Datasette and SQLite is, and make it easy for people to get started for different use cases. A GitHub readme is too daunting / not the right place, especially once I get Cypress hooked up and document that.

Maybe launch something based on the Syntax template ? According to https://discord.com/channels/674983035946663957/1056206923835379773/1058138762091188345 it should be OK to check that into this repo, we just can't broadcast that it's You-know-what.
