Change name [yet another time] to SoundReferences? #22

In some sense, the whole endeavour could go towards providing the standard reference on sounds and how linguists transcribe them. So "sound references" may well be a better name than "clts".

clts still seems Innocent and applicable enough as far as acronyms go.
