Wikipedia says that "On rare occasions the symbol is appropriated for a labialized voiceless velar fricative, [xʷ], in other languages." (https://en.wikipedia.org/wiki/Voiceless_labialized_velar_approximant) maybe this is intentional?
/ʍ/ is described as a fricative in BIPA (line 199 of consonants.csv), but this is likely an error and it should be an approximant (in fact, as a fricative it becomes an alias to /xʷ/)
