Creating "unspecified-place", "unspecified-voice", and "unspecified-manner" consonant features, under "place", "phonation", and "manner" respectively.

Okay, now the sounds. Remember, you can just add them in consonants.tsv, and you should explicitly define the three variants (with voiced, voiceless, and unspecified-voice.
