Make CLDF creation independent of phoible-scripts #34

We should incorporate what https://github.com/bambooforest/phoible-scripts/blob/master/to_cldf/to_cldf.md does in the CLDF creation here, i.e. start from data in phoible/dev rather than the intermediate CLDF version.
