UI Enhancements

Capturing some UI enhancements we'd aim to include in the 1.5 scope:

• Improvement: Put a placeholder image in the Near you footer that holds the area open and provides a spinner while it's thinking
• Improvement: Discover slider: Show an error msg if there are no results for any reason
• Troubleshoot Signup modal window sometimes appearing then disappearing on load
