Update kernel to 4.9.69 #211

The latest LTS kernel from https://www.kernel.org/ is 4.9.69 (released today), so we update the Clear Containers kernel to that version (with https://github.com/clearlinux-pkgs/linux-container/blob/master/linux-container.spec of course).
