Update mesa to 20.3.1 #2221

Currently OpenGL version string: 4.6 (Compatibility Profile) Mesa 20.2.3 Edit: This also would be a good time to update LLVM

Vulkan 1.2 for Intel&AMD cards, lavapipe, NAVI 23 & RDNA2 support - great release, please update it soon.

the release notes suggests strongly that this is a beta and that everyone who needs stability should wait for 20.3.1

which is generally advise we'd like to follow
