GNU Radio has a lot of different pieces (https://www.gnuradio.org/doc/doxygen-v3.8.1.0/build_guide.html#dependencies). Some of the hardware support libraries (or the firmware they require) have license or patent issues that we might not be able to resolve. Is there a particular use case you're hoping to support? I tried to package it a couple of years ago, but couldn't come up with a useful subset once I skipped the problematic libraries.
