Let iranians download ISOs and use repos without using a proxy or vpn #2905

The us department of treasury has issued a license which allows software companies to let iranian users use their software without restriction, other distro vendors like ibm(redhat), SUSE and cannocial have allowed users to let iranian users download ISOs and update their system without an issue long ago before this license was issued, now with this announcement, getting in trouble for letting iranian users download ISOs and updating their system should be a lot less liekly. https://home.treasury.gov/news/press-releases/jy0974

I asked on the Fedora forums what exactly they are restricting here: What FOSS software is trade restrcted? Isn’t that kind of against The four essential freedoms (gnu)?
