Hello!

Chardet 3.0.2 reports a declared license identified by the clearlydefiend 1.3.1 crawler as GPLv3 or later.

However, the files themselves are marked LGPLv2.1 and PyPi also lists LGPL.

It is unclear where CD is getting the license from - this could be a bug in the crawler.

@mpcen ; @DragosDanielBoia - Any chance we can prioritize fixing this bug? It creates quite a bit of churn in the declared license field.
