License set as Declared is not in the Discovered licenses #1010

GPL-2.0-only shows as declared license but not in discovered. It is a bit confusing.

Another example is https://clearlydefined.io/definitions/git/github/eranif/codelite/6912fcf8683a6158f20cb9dfa67c7c6226bcb082, there should not be NOASSERTION in declared license

For colinmollenhour-Cm_Cache_Backend_Redis-6661e3f/LICENSE, there are two license matches:

BSD-3-Clause (score 95.71) and
GPL 2.0 (score 11.72).
After filtering based on score (>=80), only BSD-3-Clause is displayed as license for the file in clearlydefined UI.

For the declared license, the filtering based on score is missing for recent versions of ScanCode data, resulting both BSD-3-Clause and GPL 2.0 are declared but only BSD-3-Clause is discovered.
