As discussed in this week's dev sync, this PR adds a GitHub Actions workflow that regularly (currently once a week) pulls the latest data from the ScanCode LicenseDB API and opens a PR to update https://github.com/clearlydefined/service/blob/master/lib/scancodeMap.js with any changes.
