Add ability to toggle ability placement and customized job crystal placement amounts #8

Tested these settings the other night and they appear to be working. I think they add some fun customization to the rando. Some of it is in "four job mode" but this decouples some of these settings from that to create more custom ways to play. It also allows for things like single crystal challenges and other difficulty tuning.

added in some fixes for a reported issue with drain sword in rift not being randomized and for the exdeath world 2 location on entry into exdeath's castle being sent incorrectly.
