This PR removes all of our packaged translations and sets the plugin up to use Translation Packs. If you're interested in seeing our translation progress, you can check out the Clef translation page at translate.wordpress.org here.
The downside of merging this in is that any language that isn't 100% translated will not be included automatically. Right now, we only have 1 non-English language (Dutch) that's 100% translated, so this means that a ~10 other languages would go from partial support to all English. The most translated of these are below and then there's a long tail of languages that have one or two words translated.
I'd love to hear some community feedback on whether we should make the jump to this system and work to get more languages to 100%, or stick with using Transifex.
