Status: b7 => v3.0.0 is in the Q

[x] Initial beta conversion
[x] first pass for 78
[x] post b2 - Windows 78/68 with quirks, locales enabled
[x] post b3 - fix version title, some locales, am focus
[x] post b4 - IMPORTANT - fixed nonlocal account removal , cn locale
[x] quick platform tests released

all make sure you manually upgrade when the release comes out !

All Had some delays But back on this now
