Formal Outlier Detection #52

Change mmeds to use formal outlier detection methods rather than stddev.

I believe this issue is related to metadata, but in some cases the outlier could be the data itself (in which case we could potentially leverage CUTIE's ability to identify outliers). Needs to be discussed thoroughly.
