Not all playlists in Clementine have a playlist file. So it has to be created on demand on the device. I don't see much of a use case. Most media players on Android can just open the folder with the downloaded playlist and play that. Why do you need the playlist file itself for?
I use the playlist file to keep music I want to hear together, without having multiple copies of one song on my phone if it happens to appear in more than one playlist.

Can I ask for playlists to download with the playlist file itself? So instead of just adding the songs to my phone, I also get an xpsf file in a playlists folder(?) that I can use to play that playlist.
