I believe your suggestion is the way Amarok 1.4 (dunno about 2.x) handles ratings. Good stuff, I would like to see this too.

Currently the global shortcuts for the rating will only set full stars. Having the possibility to set half stars via global shortcuts will allow us to correctly rate any song without having to open the main window.
The attached patch allows this by switching between full and half stars when the shortcut is hit again.
It would be nice if a notification would pop up when changing the rating.
