What Clementine version are you using? Please check the settings if you are still logged in last.fm.
For me at least it works (Clementine 1.2.1 on Win8)

This is strange. I started Amarok and all my tracks i listened with Clementine began to be sent to the last.fm library.

Wait. Tracks are suggested only if start Amarok or Last.fm app after Clementine. Seems something is broken. I reinstalled Clementine several times. Still no luck. I can make a video to prove it.

I have the same issue that clementine won't scrobble any tracks to last.fm. I'm currently running v1.2.1 64 bit on Ubuntu Linux. I previously had v1.1.1 installed which didn't properly scrobble my played tracks either. I can see the currently playing track on last.fm but it isn't permanently saved to my list of played tracks afterwards.

I just installed v1.2.1 32 bit(!) to my wife's pc running ubuntu saucy 13.10 32bit. I'm using the same last.fm account as on my 64bit machine. The 32bit version seems to scrobble without any problems!
I have a similar problem but only with Grooveshark. It seems to scrobble everything else ok, but many tracks via Grooveshark don't scrobble at all. They don't show as listening to or scrobbled, just nothing. When listening via Spotify, it scrobbles every track.
I am running 1.2.2 on Debian 64-bit and I've noticed that local files are not scrobbling but if I listen to Spotify or Last.fm tracks on Clementine, scrobbling works.
Still not scrobbling. v1.2.3 on Win 7.
Workaround: if you have the "Last.fm Scrobbler" app installed... open that manually. It seems to work while that app is running.

I looked at other Linux players, and they can't scrobble to lastfm either.
They all seem to use the same approach to logging in, the website-token approach, and presumably lastfm changed something so that this no longer works.
Seems to be working today. Clementine 1.3.1 on Mac Sierra 10.12.5.

I have this problem with the current pre-release on macOS. Last.fm shows currently playing track but the tracks are saved permanently
