Windows cannot open mp3 file with diacritic symbols in name #5749

System information

Please provide information about your system and the version of Clementine used.

Operating System: Win 10 (CP1251 encoding, russian lang)
Clementine version: 1.3.1

Expected behaviour / actual behaviour

Steps to reproduce the problem (only for bugs)

Create file e.g. Beyoncé - Sweet Dreams.mp3 (é letter has diacritic symbol)
Double clock in explorer or any FM (Double commander), it doesn't open

PS running from cmd doesn't show anything in output
