This adds support for two new IDE features in Flambe 4.1.0:

Calls out to flambe haxe-flags for completion flags. No need to manually parse the yaml, and is more accurate.
Pass the haxe server port to flambe build for faster building.

I'm not a heavy Sublime user, so do let me know if something's up :)
