The UserRegistration could not be created (Property status is required)

What steps will reproduce the problem?
1. Navigate to Home › Core › User registrations › Add user registration 
2. Create user details
3. Hit Save button

What is the expected output? What do you see instead?

successful enrollment but i see - There was an error while handling your
request.
Most likely, this is an intermittent issue with AppEngine. Please try again.

Appengine status:  on xxxxxx.appspot.com 

and on Local Server
