Replace blank lines with .PP #13

This patch replaces any blank lines with .PP since blank lines can cause some troffs to do the wrong thing.

@timofurrer Fixed, I also made an extra modification to make DESCRIPTION optional, if that's not useful I can rework the patch to restore the previous behaviour.
