Add initial skeleton site copied from kubernetes/website #1

This adds a basic skeleton website, with non-relevant parts from k/website stripped out.

I've only added a documentation section for now, with a single Getting Started category containing two empty tutorials.

Please try pulling this down, installing Hugo (gohugo.io) and running hugo server. You should be able to browse the site at http://localhost:1313.

I'll work on setting up netlify in a follow up.

I think we can merge this for now and build on top of it. I tried it out locally and noticed that there is still a lot of bloat and some things we don't need (but that's ok since this is a rip off :wink: ). I suggest we do the clean up later, in follow up PRs.

side note: would be totally cool if we had prow configured for this repo down the road :D
