Only add ctags to default Makefile target dependency when both found and reasonable-looking #2

On MacOS, /usr/bin/ctags is unreasonable. When Exuberant CTAGS from brew is found, support it; otherwise, don't bother with the tags target. This unbreaks the build for me on MacOS.
