Update Solar For All description with Ethan's request #74

For our audience, Solar For All will be accessed through whomever their state-level recipient was rather than from the federal government. This map will help local leaders see and make the case for investment from the state level (e.g. in Washington the State Energy Office applied for and received the grant, so munis that have low income populations will need to look to their SEO to advocate for those funds to go to their community). Can this make it into the Program description (“Reach out to the state entity received Solar For All grants in your state to access these funds”)
