Remove old code related to Google Cloud #396

We moved our production deployment from Google Cloud to Microsoft Azure recently, because of some benefits for nonprofits they offer at Microsoft. There's still some traces of code related to Google Cloud and it would be useful to go through the codebase and remove those traces. One example is the gcp-build command in /frontend/package.json and there are potentially a few more in the frontend and backend code

Still relevant. It's only a few lines of code so we should do that soon as it's quite a small issue
